UK's 2030 Data Center Boom Threatens National Water Supply

A Glaring Policy Oversight

The UK plans to treble its data center capacity by 2030, but a major trade body warns that government policies are completely ignoring the resulting strain on the national water supply.

Currently, England’s official water resource forecasts exclude massive industrial consumers like data centers and gigafactories. This oversight severely restricts long-term infrastructure planning.

“Water companies therefore have a limit placed on how much future water they can provide,” Water UK stated. The industry group noted that alternative air-cooling methods remain too expensive and inefficient to replace traditional water-based systems.

The True Cost of Cooling

Current estimates show British data centers consume roughly 6.6 million liters of water every day. That volume is equivalent to the daily usage of 20,000 homes.

Trebling the nation’s tech infrastructure means securing enough daily water to supply an additional 40,000 households. However, average daily figures obscure the true strain placed on the grid during periods of extreme heat.

During the warmest weather, peak demand currently surges to 14 million liters per day. If the government meets its ambitious 2030 infrastructure goals, the UK network must be ready to deliver up to 42 million liters daily during heatwaves.

Meeting these unprecedented seasonal spikes will require the construction of massive new water storage facilities across the country.

Preparing for the Surge

A recent report criticized the government for advising utility companies to plan for reduced commercial water usage in the coming years. This guidance fundamentally ignores the explosive, resource-heavy growth of cloud computing.

To prevent future shortages, Water UK has outlined three immediate considerations for policymakers:

  • Lift extraction limits: Temporarily remove caps on how much water utility companies can draw from the environment, provided they use that time to fund new abstraction sources.
  • Private funding: Allow technology developers to directly fund new water supplies for their facilities.
  • Strict efficiency: Impose far tougher mandatory water efficiency standards on all new data center projects.
