New York Targets Skimming Fraud with EBT Chip Upgrade
New York is completely overhauling its Supplemental Nutrition Assistance Program (SNAP) payment system to protect millions of beneficiaries from targeted theft. Governor Kathy Hochul announced the state will replace all current magnetic-stripe EBT cards with new chip-enabled models.
The upgrade is designed to eliminate “skimming,” a widespread fraud tactic where criminals illegally copy data from magnetic stripes to drain benefit accounts. Beyond stopping data theft, the new microchip cards will also allow SNAP users to make secure contactless payments at the register.
When Will the New Cards Arrive?
The massive statewide rollout will begin in the first quarter of 2027. New York plans to issue the secure chip cards to roughly two million SNAP recipients.
The replacement process is entirely automatic, meaning beneficiaries will not need to request a new card or submit any paperwork. Prior to receiving their new chip cards in the mail, cardholders will receive direct notifications detailing exactly what steps to follow.
How to Protect Your SNAP Benefits Right Now
Because the physical transition will not begin until 2027, authorities are urging SNAP recipients to lock down their current magnetic-stripe cards immediately. Officials recommend using the official ebtEDGE app or the online beneficiary portal to actively manage card security.
Beneficiaries are advised to apply these protective measures:
- Use the lock feature: Freeze and unfreeze the card directly from the ebtEDGE app between shopping trips.
- Update the PIN frequently: Choose complex combinations and change them on a regular basis.
- Block specific transactions: Disable online purchases and limit out-of-state transactions unless actively needed.
State agencies issued a strict reminder to never share card numbers or PINs with anyone. No official government representative will ever ask for a PIN or card number via phone call, email, or text message.
